Kaptivate delivered program management, stakeholder engagement, and data-driven strategies to help NTIA implement federal broadband efforts and support grant programs like the CMC Pilot. Through strategic communications, research, and community engagement, Kaptivate strengthens OMBI’s leadership in broadband equity.
When the National Telecommunications and Information Administration (NTIA) set out to showcase the transformative power of federal broadband investments, they needed more than just data—they needed a story. Kaptivate partnered with NTIA to design, write, and promote the FY22 Access Broadband Report to Congress, translating complex data from 17 federal agencies into a clear, compelling, and accessible narrative.
Through a seamless blend of data science, visualization, and storytelling, Kaptivate helped NTIA clearly demonstrate how broadband investments fuel economic opportunity—especially in underrepresented and underserved communities. The result: a report and dashboard that not only met congressional reporting requirements but elevated the conversation around digital inclusion and equitable access.
In partnership with the Development District Association of Appalachia (DDAA), CREC supported Local Development Districts (LDDs) with research and tools to enhance broadband planning and optimize federal recovery funds—advancing the mission of the Appalachian Regional Commission (ARC).
CREC created a broadband roadmap based on stakeholder input and national best practices, outlining steps for funding, infrastructure, and implementation. The work included a broadband grant database, resource inventory, and analysis of EDA CARES Act fund usage, with recommendations for reprogramming to maximize regional impact.
CREC partnered with West Virginia University’s Regional Research Institute (RRI) and Bureau of Business and Economic Research (BBER) to evaluate how the Appalachian Region has evolved since 1965 and the role of the Appalachian Regional Commission’s (ARC) investments in that transformation. Sponsored by ARC, the year-long project explored 50 years of structural and socioeconomic changes across the 13-state region.
The research included a web-based visualization tool, economic impact analysis comparing ARC-assisted counties to control groups, and stakeholder interviews and focus groups to assess past performance and future priorities. CREC synthesized the findings into an integrated report and shared them widely through a web platform and strategic planning sessions held across the region in Spring 2015.
Kaptivate led the design and delivery of a web-based Community of Practice (CoP) that provided tailored technical assistance to semi-finalists in a collaborative, performance-focused environment. We recruited a diverse pool of vetted subject matter experts (SMEs) to facilitate discussions, contribute to TA content, and support cohort learning. Kaptivate also developed practical tools and resources to complement the CoP experience and coordinated closely with the COR to schedule sessions for broad participation and impact.
