Kaptivate Helps Draft NTIA’s Office of Minority Broadband Initiatives Report to Congress

For many higher education anchor institutions, however, broadband infrastructure remains a barrier rather than a bridge. Through the Connecting Minority Communities (CMC) Pilot Program, the Office of Minority Broadband Initiatives (OMBI) is working to change that — ensuring that minority-serving institutions and their communities are no longer left behind.

Overview

Many higher education anchor institutions, including Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs) and other Minority-serving institutions (MSIs), have long faced systemic challenges in accessing high-speed Internet. These anchor institutions often operate in underserved or rural areas with outdated infrastructure, making it difficult to support remote learning, digital resources, and equitable student success.

Despite these hurdles, these institutions remain resilient. They seek not only to create digital opportunities but to drive economic impact in the communities they serve. The federal government’s CMC Pilot Program has committed funding to help MSIs improve connectivity — but translating that impact into a compelling, data-driven narrative required strategic expertise.

OMBI needed a way to synthesize complex data, real-world testimonials, and the broader story of digital equity into a report that could inspire, inform, and mobilize stakeholders across education, government, and technology.
