Analysis of NTIA Listening Sessions

This document provides a structured synthesis of stakeholder perspectives expressed during the National Telecommunications and Information Administration (NTIA) listening sessions on potential uses for Broadband Equity, Access, and Deployment (BEAD) program funds not allocated to deployment. The analysis is based exclusively on the public listening sessions held on February 11, 2026, and February 18, 2026, which were conducted by NTIA as part of its request for stakeholder input regarding non-deployment uses of potential BEAD program savings.
